The Land Transportation Franchising and Regulatory Board (LTFRB) has deployed mystery passenger riders in Metro Manila to monitor public utility vehicle (PUV) operations, particularly units in poor condition and drivers who fail to provide proper fare discounts to students and senior citizens.
