

The low-pressure area (LPA) outside the Philippine Area of Responsibility (PAR) has developed into a tropical depression, according to the state weather bureau.
Winds near the eye of the cyclone reach up to 55 kilometers per hour (kph), with gusts of up to 70 kph.
It was last sighted 2,750 kilometers east of Northern Luzon and traveling northward at a speed of 10 kph, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
Moreover, the LPA over the coastal waters of San Fernando City, La Union, has a medium chance of developing into a tropical depression within the next 24 hours.
In a 5 p.m. advisory on August 7, it forecasted moderate to heavy rainfall (50-100 mm) for Ilocos Sur, La Union, Pangasinan, and Zambales until the following day.
The agency warned that localized flooding may be expected, particularly in areas near rivers, which are low-lying or urbanized. Landslides may also occur in highly susceptible areas.
