In preparation for the large-scale gathering, Manila local government has released list of several road closures and traffic rerouting schemes ahead of 3-day Iglesia ni Cristo peaceful rally for transparency and justice to be held on November 16 to 18, at the Quirino Grandstand in Luneta.

This move is to ensure the smooth flow of vehicles around the Quirino Grandstand, Rizal Park, and nearby major thoroughfares.

Road closures

(Effective November 16–18, 2025; subject to actual traffic conditions)

  1. Bonifacio Drive – from Anda Circle to P. Burgos Ave.

  2. Roxas Blvd. (Southbound) – from Katigbak Drive to P. Ocampo St.

  3. Roxas Blvd. (Northbound) – from Quirino Ave. to P. Burgos Ave.

  4. Katigbak Drive and South Drive

  5. Kalaw Ave. (East and Westbound) – from Taft Ave. to Roxas Blvd.

  6. P. Burgos Ave. (East and Westbound) – from Taft Ave. to Roxas Blvd.

  7. Maria Orosa St. – from U.N. Ave. to P. Burgos Ave.

  8. Finance Road – from Taft Ave. to P. Burgos Ave.

  9. Round Table Area – (Palacio St. and Gen. Luna St.)

  10. Mabini St. – from Kalaw Ave. to U.N. Ave.

  11. C.M. Recto Ave. – from N. Reyes St. to Mendiola St.

  12. Legarda St. – from Figueras St. to San Rafael St.

  13. Magallanes Drive – from Jones Bridge to McArthur Bridge

  14. Ayala Bridge

Alternate Routes (Rerouting)

Motorists are advised to take the following routes:

  1. Vehicles from Jones, McArthur, and Quezon Bridges – take Taft Avenue.

  2. From Ayala Blvd. to Finance Road – turn right to P. Burgos Ave.

  3. From U.N. Ave. (Westbound) – turn left to M.H. del Pilar or Roxas Blvd. Service Road.

  4. From Mabini St. – turn right or left to U.N. Ave.

  5. From Maria Orosa St. – turn right or left to U.N. Ave.

  6. From Roxas Blvd. Service Road (Northbound) – turn right to U.N. Ave.

  7. Light vehicles from Mel Lopez Blvd. – take Anda Circle, then turn right to A. Soriano Ave.

  8. From Muralla St. (Intramuros) – proceed to Magallanes Drive or Soriano Ave.

  9. Heavy vehicles from Pasay via Roxas Blvd. (Northbound) – turn right to Pres. Quirino Ave.

  10. Trucks from Mel Lopez Blvd. (R-10) – turn left to Capulong St., proceed to Yuseco St. to Lacson Ave.

  11. From Quezon Blvd. / C.M. Recto Ave. – turn left to N. Reyes St.

  12. From Sta. Mesa via Legarda St. – turn right to Figueras St., go straight to Earnshaw St., then turn left to S.H. Loyola St.

  13. From P. Casal St. – turn left to San Rafael St., proceed to Bilbid Viejo St., then turn right to S.H. Loyola St. or N. Reyes St.

  14. From P. Burgos Ave. (Northbound) – go straight to Jones Bridge.

  15. From C. Muñoz St. – may use P. Burgos Ave.

  16. From McArthur Bridge – go straight to P. Burgos Ave. (Southbound) or turn right to Victoria St.

  17. From Romualdez St. – turn left to Ayala Blvd., right to Taft Ave., or proceed to N. Lopez, A. Villegas, and C. Muñoz.

  18. From San Marcelino St. – turn right to Ayala Blvd. toward Taft Ave. or continue and turn left to U.N. Ave.

  19. From Ayala Blvd. – turn right to San Marcelino St. or left to N. Lopez St.

  20. From C. Palanca St. – turn left to P. Casal St.

  21. From Gen. Solano St. – turn right to P. Casal St. or go straight to C. Palanca St.

  22. From P. Casal St. – turn right to C. Palanca St.

According to the Manila Traffic and Enforcement Units, the implementation of road closures and reopening will depend on real-time traffic conditions and coordination among personnel on the ground.

Motorists are advised to plan their trips early and avoid the affected areas to prevent inconvenience during the rally period.

To ensure public safety and maintain order during the three-day event, the Philippine National Police (PNP) announced that around 16,000 police personnel will be deployed throughout the city.

Manila Mayor Isko Moreno Domagoso has suspended all face-to-face classes in all levels—both public and private schools—from November 17 to 18, 2025.
