Batangas 1st District Rep. Leandro Leviste has urged the staff of the late Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral to appear before the Senate Blue Ribbon Committee and Independent Commission on Infrastructure (ICI) to testify on the so-called "Cabral files" and on alleged anomalies in flood control projects.

When asked about the role of Cabral’s staff in the investigation, Leviste said they were crucial as "witnesses."

“Mabuti kung proteksyunan natin sila at maging witness at sino talaga ang nagpalagay ng mga files na ito. Sasabihin ng iba baka listahan lang ‘yan, pero kung ipatawag ang mga DPWH at doon mas magkakaroon ng credibility ang mga files,” Leviste said during an interview on DZRH Dos Por Dos.

Leviste also outlined how the staff could assist the investigation.

“Una, magberepika ang mga nakalagay sa files, katulad ng sino ‘yung nagrequest tapos may mga hindi din malinaw na mga pangalan sa files. Baka pwede nilang ipaliwanag sino ang mga itinutukoy na mga codenames sa files,” he explained.

According to Leviste, around 30 DPWH personnel were involved in encoding projects listed in the Cabral files, which originated from Cabral’s Planning Services office.

“17,000 projects, [may] names na nakalagay na entered by tapos yung staff sa DPWH na nagpasok nito,” Leviste said.

Earlier, Leviste told the blue ribbon, chaired by Senate President Pro Tempore Panfilo “Ping” Lacson, that he obtained copies of the so-called “Cabral files” on September 4, 2025.

He said he received the files with the help of several DPWH employees, who copied the documents onto his USB in Cabral’s presence from a computer in her office.

The documents reportedly divide the projects into 12 “major tags” and include allocations of hundreds of billions of pesos. Among the items listed are:

  • Allocable: ₱401.3 billion

  • BINI 10: ₱6 billion

  • BIP (On Top): ₱33.4 billion

  • Centi 2025: ₱100 billion

  • F1: ₱10 billion
  • N1 Prio 1: ₱20 billion

  • Non-allocable: ₱61.5 billion

  • OPES SAP: ₱8 billion

  • OT2: ₱21.27 billion

  • Sandy: ₱14 billion

  • Senators: ₱20.5 billion

  • SMB/Others: ₱25.6 billion

However, Leviste revealed that based on his own investigation sevaral codenames such as BINI 10, F1, Centi 2025, OP ES SAP, and OT2—have been linked in his own research to flood control and other projects allegedly marred by anomalies.

Leviste said many names and offices mentioned in the files have not yet been addressed in any previous investigation.

He added that the “Cabral files” contain information that several Cabinet officials had "allocables" in the 2025 national budget, corroborating earlier statements by Lacson from last year.
