Batangas 1st District Representative Leandro Leviste on Wednesday raised fresh questions over more than ₱400 billion worth of Department of Public Works and Highways (DPWH) projects allegedly lacking clearly identified proponents, as he released documents he said came from the files of the late DPWH official Yusef Cabral.

In a press briefing, Leviste stressed he was not accusing anyone of corruption but said the public deserves to know who endorsed projects funded through unprogrammed appropriations and unidentified budget tags in the 2025 national expenditure program. He cited at least ₱161 billion in projects with unclear origins and more than ₱200 billion under unprogrammed appropriations.

Leviste said DPWH records show a high concentration of projects awarded to a small number of contractors, including those linked to lawmakers, and flagged possible overpricing in some infrastructure items such as streetlights and flood control works. He urged the DPWH to formally release records identifying project proponents and submit them to the Office of the Ombudsman to aid investigations.

He reiterated that his disclosures were meant to promote transparency and accountability, adding that he would stop holding briefings on the issue unless his name is officially raised by the government.
