

A "leaked" partial committee report issued by the Senate Blue Ribbon Committee recommended the filing of criminal charges against several former and incumbent senators, congressmen, and officials of the Department of Public Works and Highways (DPWH), over alleged irregularities involving public funds.
RH Raymund Dadpaas reported that the leaked document supposedly released by Senator Panfilo “Ping” Lacson recommends charges of malversation of public funds and property and direct bribery. It also recommended a deeper investigation to determine possible liability for plunder.
Among those named in the report are:
- former Senator Ramon “Bong” Revilla Jr.
- Senator Jinggoy Estrada
- Senator Francis “Chiz” Escudero
- Senator Joel Villanueva
- former Congressman Zaldy Co
- Mitch Cajayon-Uy.
Several private individuals, including Maynard Ngu, Trygve Olaivar, and Carleen Villa-Yap, were also cited, along with current and former DPWH officials allegedly linked to the questioned transactions.
The committee findings reportedly stem from hearings that examined the allocation, implementation, and monitoring of certain infrastructure projects, where lawmakers were alleged to have influenced project identification and fund releases in exchange for favors or financial consideration.
The partial report serves as the basis for possible referral to the appropriate prosecutorial bodies once finalized and adopted by the Senate. The individuals named in the document have yet to issue official statements regarding the recommendations as of posting time.
