Lawmakers have emphasized the importance of preserving the files and gadgets left behind by former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral, saying they could play a key role in ongoing investigations into the alleged flood control scam.

Authorities confirmed at midnight on December 19 that Cabral had passed away after reportedly falling from a cliff along Kennon Road in Tuba, Benguet.

RH Milky Rigonan reported, Negros Occidental Representative Javi Benitez stressed that securing Cabral's belongings would allow institutions to operate freely and uncover the full truth regarding controversies surrounding the DPWH.

“Ang ebidensya sa mga files at gadgets ni dating DPWH USec. Cabral ay mahalagang mapreserba. Bigyang daan ang paggana ng mga institusyon at ang paglabas ng katotohanan,” Benitez said in a Facebook post.

Meanwhile, Batangas 1st District Representative Leandro Leviste echoed the call, noting the need to protect other potential DPWH witnesses while securing their files and evidence that could implicate those involved in corruption. He added that Cabral’s computer contained critical documents.

“May listahan sa computer ni yumaong Usec. Cabral ng lahat ng proponents ng DPWH insertions. May iilang may kopya nito. Kung lumabas lang ito, tapos na ang mga imbestigasyon,” Leviste said.

Earlier, Leviste had called for measures to protect DPWH witnesses and preserve their files.

The Office of the Ombudsman had previously ordered Benguet authorities to secure and preserve Cabral’s cellphone and other gadgets.

Cabral’s body was found near the Bued River on the evening of Thursday, December 18. Lawmakers have emphasized the importance of protecting individuals who could provide crucial information, particularly now that Cabral is no longer alive.

Bicol Saro Party-list Representative Terry Ridon, chairman of the House Committee on Infrastructure, offered condolences to Cabral’s family and loved ones.

“Nakikiramay ang House Committee on Infrastructure sa pamilya at mga mahal sa buhay ng yumaong dating DPWH Undersecretary Catalina Cabral,” Ridon said.
