

1-Rider Party-list Rep. Rodge Gutierrez is urging the government to modernize the distribution of financial assistance by shifting to e-wallet transfers, following the death of a motorcycle taxi rider who collapsed while waiting in line for government aid at the Quezon City Memorial Circle.
Gutierrez called for the immediate adoption of digital payment systems to eliminate long queues and reduce risks faced by beneficiaries, stressing that aid distribution should no longer endanger lives.
The appeal comes after the fatal incident involving a rider who reportedly collapsed while lining up for assistance, sparking renewed concerns over the safety and efficiency of traditional payout systems.
Gutierrez said the use of e-wallets has long been proposed in congressional hearings on the transport sector since the 19th Congress, noting that several local government units, including Makati City, have already implemented similar digital systems, particularly during the COVID-19 pandemic.
He emphasized that shifting to electronic transfers would help prevent overcrowding, ensure faster and more direct delivery of aid to beneficiaries’ accounts, and protect vulnerable groups such as drivers and riders who are often exposed to long hours under harsh conditions.
The proposal also highlights growing calls for digital transformation in government social assistance programs, as policymakers seek to balance efficiency, accessibility, and safety in public service delivery.
