

Emelita Capistrano Juat, the remaining fugitive linked to the P92.8 million “ghost” flood control project in Pandi, Bulacan, was arrested by police in Obando on Tuesday night, bringing all seven accused in the case, including former Senator Ramon “Bong” Revilla Jr., into custody.
According to the Philippine National Police (PNP), Juat, a former engineer at the DPWH Bulacan First District Office, was apprehended in Barangay Tampulo, Obando, Bulacan, around 11 p.m. She is among six former DPWH engineers charged alongside Revilla at the Sandiganbayan Third Division for their alleged involvement in the fraudulent projects discovered in Pandi.
Juat was presented before the Sandiganbayan for a “return of warrant” on Monday. With her arrest, authorities now have all suspects in custody as the high-profile corruption case moves forward, highlighting continued efforts to hold government officials accountable for misuse of public funds.
The Pandi flood control scam involves fictitious projects that were allegedly used to siphon off millions of pesos from government infrastructure funds. The Sandiganbayan continues to schedule hearings to resolve the malversation and related charges against the accused.
