

Senator Panfilo Lacson on Sunday cautioned Senate President Pro Tempore and acting Senate President Sherwin Gatchalian against what he described as possible “devious tactics” by Senator Alan Peter Cayetano, should their meeting push through.
In a post on X, Lacson said he was confident that Gatchalian knows how to handle Cayetano, but added that a reminder from Chinese military strategist Sun Tzu would not hurt.
“Sun Tzu’s The Art of War: If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle,” Lacson wrote.
“I’m sure Win would know how to handle Alan in case he decides to meet with him, like what the disgraced ex-SP is capable of doing, but a little reminder through that famous quote from Sun Tzu might help,” he added.
Cayetano earlier told Gatchalian: “I’ll offer you a solution, Senator Win. Magmeeting tayo.”
Lacson also urged caution, saying Gatchalian should already be familiar with Cayetano’s alleged political maneuvering, which he said had been demonstrated as early as May 11.
He claimed Cayetano had used the situation of several senators, including Sen. Ronald "Bato" dela Rosa, to secure the required votes to replace former Senate President Vicente "Tito" Sotto III.
Gatchalian was earlier elected Senate President Pro Tempore and acting Senate President after 12 senators convened on June 3 and declared a quorum, despite Cayetano leading a then-majority bloc boycott of regular Senate sessions.
In a separate post, Lacson also reiterated a statement on law and facts, saying: “When you’re strong on the law, pound the law. When you’re strong on the facts, pound the facts. When you’re weak on both… mag-Facebook live ka na lang.”
He has previously criticized Cayetano’s claim that he remains the leader of the Senate majority bloc.
