Senate President Pro-tempore Panfilo “Ping” Lacson on Wednesday criticized the release of a so-called minority report on alleged flood control project anomalies, calling it a form of disrespect to the Senate Blue Ribbon Committee and the entire Senate.

Lacson, who chairs the committee, said senators who want respect must also know how to respect established legislative processes. He stressed that the report, signed by only six senators, including Senators Rodante Marcoleta and Imee Marcos, was released prematurely.

According to Lacson, minority members should instead propose amendments at the proper time rather than preempting the committee’s work.

He noted that the Blue Ribbon Committee has 17 members plus three ex-officio members, including Marcoleta and Marcos, and that a majority, not just six senators, must sign a committee report for it to be adopted.
