

Election watchdog Kontra Daya, together with allied people’s organizations, has filed a complaint before the Commission on Elections (COMELEC) Law Department against several government contractors over alleged prohibited campaign donations during the 2022 national elections.
Named respondents in the complaint include Rodolfo Hilot Jr., president of Rudhil Construction Enterprises Inc., and Glenn Escandor, president of ESDEVCO Realty Corp. and Genesis 88 Construction Inc.
The complaint alleges that the contractors violated Section 95(c) of the Omnibus Election Code, which bars government contractors from making campaign contributions.
Also cited in the complaint are President Ferdinand Marcos Jr. and Vice President Sara Duterte, who were identified as alleged recipients of the donations based on Statements of Contributions and Expenditures (SOCEs) submitted during the 2022 campaign period.
Kontra Daya urged the Commission on Elections (Commission on Elections) to conduct a full investigation, determine accountability among those involved, and file appropriate charges for alleged election offenses.
The complaint forms part of ongoing scrutiny by Kontra Daya (Kontra Daya) into campaign finance compliance and the participation of contractors in electoral spending.
Hilot and Escandor have not yet publicly responded to the allegations as of this report.
President Ferdinand ‘Bongbong’ Marcos Jr. and Vice President Sara Duterte were included in the complaint in relation to the reported campaign finance disclosures, though the filing did not allege direct wrongdoing by the officials.
