The Intertropical Convergence Zone (ITCZ) is expected to bring cloudy skies with scattered rains and thunderstorms over the Visayas and Mindanao on Wednesday, October 14, according to PAGASA.

In its 4 a.m. weather bulletin, PAGASA said the ITCZ is affecting the Visayas and Mindanao, while the northeasterly windflow is affecting Northern Luzon.

The state weather bureau warned that flash floods or landslides may occur in areas affected by moderate to, at times, heavy rainfall.

Meanwhile, the Ilocos Region, Cordillera Administrative Region, and Cagayan Valley will experience partly cloudy to cloudy skies with isolated light rains due to the northeasterly windflow, with no significant impact expected.

Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms. PAGASA cautioned that severe thunderstorms may trigger flash floods or landslides.

Tropical depression spotted outside PAR

PAGASA also reported a tropical depression outside the Philippine Area of Responsibility (PAR) as of 3 a.m. Wednesday.

The tropical depression was located 2,340 kilometers east of extreme Northern Luzon, with maximum sustained winds of 45 kilometers per hour near the center and gustiness of up to 55 kph.

Coastal conditions

Moderate to strong winds from the northeast are expected over extreme Northern Luzon, with coastal waters ranging from moderate to rough at 1.5 to 2.8 meters.

The rest of Luzon will experience light to moderate northeasterly winds, with slight to moderate coastal waters of 0.6 to 2.1 meters.

Light to moderate winds from the northeast to northwest are forecast over the Visayas, while Mindanao will experience winds from the southeast to southwest. Coastal waters in both regions are expected to remain slight to moderate, ranging from 0.6 to 1.5 meters.

PAGASA advised the public to remain alert for possible flooding and landslides, particularly in areas vulnerable to heavy rainfall and severe thunderstorms.
