

Manila Mayor Francisco “Isko Moreno” Domagoso on Monday has given a motorcycle driver involved to the fatal shooting of retired police officer and one of his security escorts in Tondo 48 hours to surrender, offering a ₱500,000 reward and possible protection under the Witness Protection Program (WPP) if he cooperates with authorities.
In a Facebook live, Domagoso said the Manila Police District (MPD) is conducting follow-up operations to track down those involved in the killing.
“Ang inyong lingkod po ay nag-aalok ng P500,000 for you if you surrender,” Domagoso said.
“And if you surrender, ialok din namin sa'yo ang isang batas na maaaring makapagbigay ng proteksyon sa'yo...at sa iyong pamilya. Maari ka naming tulungan na ma-avail mo ito para sa agarang solusyon ng nangyaring krimen,“ he added.
Under Republic Act 6981, or the Witness Protection, Security and Benefit Act, witnesses in criminal cases may be placed under the WPP to ensure their safety while testifying.
According to the mayor, the victim is a former Manila police officer and a "close friend" of him—was killed by a riding-in-tandem robbery-holdup group believed to operate in various areas of Metro Manila.
“Kaibigan-kaibigan ko yan at kilala ko pong mabuting pulis, mabuting tao,“ he said.
Moreno also expressed condolences to the family of the victim and assured that both the city government and police would pursue the perpetrators to hold them accountable.
The mayor appealed to the suspect’s family, including the spouse, parents, and relatives, to encourage him to surrender and help identify the gunman.
