

The Independent Commission on Infrastructure (ICI) has been granted by President Ferdinand "Bongbong" Marcos Jr. to issue subpoenas as it begins its investigation into alleged anomalies in the country’s multi-billion-peso flood control projects, as announced in a press conference on Monday, September 15.
“Upon discussion, we felt the subpoena powers were necessary. The contempt powers, I think, were not necessary simply because this is not a prosecutorial body; this is an investigative body,” Marcos explained.
The ICI will have the mandate to summon individuals, subpoena records, and conduct hearings in relation to questionable projects. Its role, however, remains limited to fact-finding and recommending actions.
“Once they have those findings, they will forward it to the proper agency — Ombudsman, DOJ, CSC, and all of the proper agencies. Doon sila magrerekomenda,” the President clarified.
The subpoena powers are expected to strengthen the commission’s ability to uncover irregularities, gather evidence, and compel cooperation from contractors and government officials involved in the controversial projects.
Meanwhile, in the recent announcement by PBBM, Justice Andy Reyes will spearhead the committee, along with former DPWH Chief Babes Singso, CPA Rossana Fajardo, and adviser Baguio City Mayor Benjie Magalong.
