

The Independent Commission for Infrastructure (ICI) called on individuals with insider knowledge of the links and arrangements behind the sweeping flood control scandal to come forward and expose the personalities responsible.
In a press conference in Taguig City, ICI Chairman Andres Reyes appealed to possible whistleblowers for strong evidence, particularly evidence of connections between minor players that the probe body has already filed cases against and the project proponents or masterminds of the larger scheme, according to a report by RH 15 Jecelle Ricafort.
“We need whistleblowers because there is no connection from the DPWH to the proponent. We have not (made connections to) the proponent. So maybe, it will be the Ombudsman that can gather the evidence to connect these people charged to the proponent,” Reyes told reporters.
He stressed that the commission needs people who will testify, as these “criminal minds” know not to leave a trace in their dealings.
“Kailangan namin mga nagsasalita, nagsusumbong, nagtuturo, kasi as I said the other day, these are criminal minds, mga mastermind ‘to e. These are planned already na hindi sila mahuhuli. So maybe walang record, walang usapan. So, at that point, I appeal to those people who have knowledge to come out and support us,” Reyes said.
This statement comes in response to inquiries regarding the lack of accountability for higher officials and why the ICI has only recommended an administrative case against resigned Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan.
On October 29, the ICI recommended that the Ombudsman file criminal and administrative charges against Senators Joel Villanueva and Jinggoy Estrada, and former Congressman Elizaldy Co—powerful ‘big fish’ in the wide-reaching flood control project scheme.
