

The Independent Commission for Infrastructure (ICI) has requested the Department of Budget and Management (DBM) to designate a 'point person' to ensure more efficient and streamlined coordination between the two offices.
In a letter sent by ICI Chairperson Justice Andres Reyes Jr. to Budget Secretary Amenah Pangandaman, the commission emphasized that appointing a point person would facilitate a smoother exchange of information and prompt action on matters involving both agencies.
According to RH Jecelle Ricafort's report, Reyes pointed out the importance of the DBM’s active participation amid pressing national issues and the need for the commission to gain a deeper understanding of the government’s budgeting processes.
The ICI has earlier invited Pangandaman to attend a meeting scheduled for October 13 to discuss the policies and procedures surrounding the National Expenditure Program (NEP) and the implementation of the General Appropriations Act (GAA), including the rules on the release of unprogrammed funds.
Also invited to the same meeting was former House Speaker and Leyte Representative Martin Romualdez, who said he 'welcomes' the opportunity to cooperate with the probe and has confirmed his attendance.
Former Ako Bicol Representative Zaldy Co was also invited to the meeting. He has been issued a subpoena by the commission.
ICI Executive Director Atty. Brian Hosaka said that if Romualdez and Co fail to attend, the commission may seek court assistance to file a petition for 'indirect contempt.'
