

The Independent Commission for Infrastructure (ICI) will begin investigating the widespread flooding in Cebu, following the onslaught of Typhoon Tino.
In an ambush interview at Camp Crame, ICI Special Adviser and retired Police General Jun Azurin said that they plan to inspect the province in the coming days. RH Edniel Parrosa reported that the commission will specifically examine Cebu City, Mandaue City, and other areas that were severely affected by the flooding.
Moreover, Azurin said that ICI Chairman Andy Reyes also requested that they look into how the ₱26-billion fund for Cebu’s flood control projects was implemented.
In an interview at Balansyado, Governor Pam Baricuatro revealed that around ₱26 billion in funds were allocated for the province’s flood control projects. Despite this, their province was severely affected, citing the substandard flood control projects and ghost projects.
The ICI hopes that its investigation will lead to actual cases being filed.
Typhoon Tino destroyed several homes and left entire communities submerged. Earlier this month, the Provincial Government of Cebu declared a state of calamity under Executive Order No. 86 to speed up relief and recovery efforts.
