ICI to finalize livestreaming rules before next hearing – Dir. Hosaka

The Independent Commission for Infrastructure (ICI) aims to finalize the rules of procedure for livestreaming before the next hearing in November, ICI Director Brian Hosaka said on Monday.

In a report by RH Jecelle Ricafort, Hosaka said that the commission is also taking into consideration the constitutional rights of the resource persons.

“The policy as mentioned by the chair in livestreaming, subject to the rules of procedure taking into consideration laws, rights, and possible use of the proceedings for any political agenda,” the ICI director stated in a press briefing.

He also said they want to ensure that trial by publicity is avoided and that the proceedings will not be used for any political agenda by any individual.

He said the commission is also considering whether to make public the records of its previous hearings as part of its discussions in drafting the rules, emphasizing that protecting the integrity of the investigation is its top priority. He also noted that the ICI wants to ensure that livestreaming should not interfere with how the commission gathers information and testimonies from witnesses or resource persons.

“So titingnan namin lahat ‘yon, at ilalagay namin ‘yon or makokonsidera namin ‘yon sa magiging rules of procedure sa live streaming,” he said.

Moreover, former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo is expected to appear again before the commission’s hearing on November 11 or 12, following several postponements due to his sickness.
