The Independent Commission for Infrastructure (ICI) on Friday, February 6, submitted to the Office of the President its 125-Day Report on its activities and accomplishments in the span of about five months.

The Commission reported in a press release that it had been able to make nine referrals to the Office of the Ombudsman, covering 65 individuals, and another set of 66 individuals to the Department of Justice (DOJ) for the issuance of Immigration Lookout Bulletin Orders (ILBOs).

In addition, the independent probe body also carried out 32 hearings, covering 36 witnesses, including 25 notable personalities: seven senators, 13 members of the House of Representatives, and five agency heads. They also conducted 16 site inspections.

The ICI also processed 1,173 total documents and issued 160 investigative communications in the form of invitations and subpoenas.

The Commission also contributed to the freezing of 6,692 bank accounts and the preservation, seizure or surrender of assets with an estimated total value of ₱24.7 billion, including 229 motor vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts, 10 air assets, and other properties, based on the report of the Anti-Money Laundering Council.

It also led and took part in eight inter-agency coordination meetings, assisted in six legislative sessions for institutionalizing a permanent commission for the investigation of anomalous infrastructure projects. Furthermore, they turned over two position papers to Congress and issued 146 formal letters and issuances, including 55 letters of data request, seven letters of recommendation, two letters requesting ILBO issuance, 76 resolutions, and five memoranda of agreement or understanding with key partner institutions.

To ensure transparency in its dealings, the Commission published livestreaming guidelines for its proceedings. The probe body also engaged in 67 media engagements.

President Ferdinand “Bongbong” Marcos Jr. has not yet issued a termination order for the ICI, despite rumors.
