The Independent Commission for Infrastructure (ICI) is seeking an investigation into the death of former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral, amid allegations linking the incident to an anomalous flood control project.

ICI Executive Director Atty. Brian Hosaka said the probe aims to "ensure that there was no foul play" involved in Cabral’s death.

“Should authorities determine one, it is possible that those responsible may also be connected to the anomalous infrastructure projects,” he added.

He emphasized the need for a prompt and thorough investigation, given Cabral’s former role as undersecretary for planning.

Hosaka added that if authorities determine that foul play was involved, those responsible could potentially be connected to questionable or anomalous infrastructure projects, including flood control initiatives that have recently come under scrutiny.

As part of the investigation, the ICI formally requested law enforcement agencies to immediately secure and preserve all documents, gadgets, and computers belonging to Cabral for possible digital forensic examination.

“We therefore ask law enforcement agencies to immediately secure and preserve all her documents, gadgets, and computers for possible digital forensics examination,” Hosaka said.

The ICI also expressed its condolences to Cabral’s bereaved family and friends, noting the gravity of the loss and the importance of uncovering the truth surrounding her death.

On Monday, she had not confirmed whether she would attend the scheduled hearing of the commission.

The former DPWH official was found unconscious and unresponsive on Thursday night after allegedly falling into the Bued River along Kennon Road in Barangay Camp 6, Tuba, Benguet.

She was declared dead at 12:03 a.m. on Friday.
