ICI probe on alleged P2-B substandard, unfinished infra projects in Surigao del Norte sought
by Luwela Amor09 December 2025

Residents from Surigao del Norte, led by radio anchor Wilbert Ga, went to the Independent Commission for Infrastructure (ICI) on Tuesday to file a complaint seeking an investigation into the alleged substandard and unfinished infrastructure projects in the province worth approximately ₱2 billion.

According to RH Jecelle Ricafort's report on dzRH's Rapido Hataw Balita, the radio anchor, accompanied by his lawyer, personally submitted the complaint and additional documents to the commission.

In an ambush interview, Ga said that the complaint covers about 10 projects in the province’s 2nd District.

“Kami po ay humihingi ng tulong na maimbestigahan yung infrastructure projects sa Surigao del Norte, lalong lalo na po sa District 2 dahil kami ay taga Surigao mainland District 2," Ga said.

According to him, residents of District 2 in Surigao del Norte had observed several anomalies that raised doubts and left unanswered questions. Instead of receiving clear explanations, he noted that the lack of transparency was only fueling speculation and contributing to the spread of misinformation.

“Bakit matagal matapos ang mga proyekto? Merong abandoned, may unfinished, may sa tingin namin ay substandard, at may ‘di malamang cost of projects at kung sino ang contractor," he added.

Ga said that they could not fully understand the situation or determine the truth without an official investigation.

He added that they were placing their "trust" in the ICI and the Department of Public Works and Highways (DPWH), along with the Ombudsman and other government agencies involved in flood control, to uphold justice, transparency, accountability, and responsibility.

Among the projects being questioned are the Anao-aon Bridge in Barangay San Francisco and the Poctoy-Bonifacio Bridge project in Surigao City.
