

The Independent Commission for Infrastructure (ICI) may summon former Department of Public Works and Highways (DPWH) Secretary Manny Bonoan once the commission resumes its official operations, according to an ICI official.
In a report by RH Jecelle Ricafort, the ICI official told DZRH News that Bonoan will be invited to appear before the commission to answer and explain several issues, including the submission of incorrect grid coordinates related to flood control projects.
The ICI official added that the former secretary may be formally summoned if President Ferdinand “Bongbong” Marcos Jr. appoints new commissioners to the body.
Under Executive Order No. 94, the ICI can only undertake official actions with the approval of a majority of its members.
At present, ICI Chairman Andres Reyes is the commission’s sole remaining member, after former DPWH Chief Babes Singson and Rosanna Fajardo has resigned, meaning the body cannot proceed with its operations until a quorum is restored.
Marcos previously stated that the commission’s mandate is nearing completion, as it has already investigated alleged anomalies involving flood control projects.
As of now, the President has yet to decide whether to appoint new commissioners following the resignations of former DPWH Secretary Babes Singson and Rossana Fajardo.
If the commission moves forward, this would mark the second time that Bonoan would face the ICI.
The commission has also discovered "discrepancies" in the flood control project grid coordinates submitted by Bonoan, raising concerns that could affect the ongoing investigation, said the ICI official.
