The Independent Commission for Infrastructure (ICI) maintains high morale despite former congressman Zaldy Co’s recent allegations implicating President Ferdinand “Bongbong” Marcos Jr., who created the commission, in supposed irregularities linked to flood control projects, its executive director says.

ICI Executive Director Atty. Brian Hosaka on Tuesday said the commission remains firmly focused on its mandate to hold accountable those responsible for anomalous flood control programs.

“In fact, we're doing our best to be able to comply with our mandate. Alam nyo yung hinihingi ng taumbayan nito sa mga rallies na ito is for transparency, accountability, justice, and they're against corruption. Kung tutugunan ninyo yong mandato ng ICI, talagang tugma naman yun,” Hosaka said.

RH Jecelle Ricafort reports that Hosaka declined to confirm whether President Marcos’ name had been mentioned in previous ICI hearings, saying the commission cannot comment on matters that remain unverified.

Ricafort further reports that Hosaka also refused to weigh in on Co’s video statement alleging the President’s involvement in billions worth of budget insertions tied to questionable flood control projects.

According to Hosaka, unverified claims cannot be used by the ICI as evidence. He emphasized that the commission’s processes require validated information before any action is taken.

He also underscored that the ICI's mandate is consistent with what Filipinos have been calling for—transparency, accountability, and justice.

The commission has recently faced criticism from several lawmakers who questioned its credibility, calling it a “compromised institution.” Despite this, Hosaka maintained that the ICI continues to function independently and is committed to fulfilling its mandate.
