ICI considering public release of flood control hearing records

The Independent Commission for Infrastructure (ICI) confirmed that it has records of its previous hearings on the alleged ₱500-billion flood control scam but has yet to decide if these will be made public.

According to ICI Executive Director Atty. Brian Hosaka, the release of the recordings will depend on the commission’s forthcoming internal guidelines and procedures.

“That will depend on the guidelines and procedures that will be approved by the commission. But definitely lahat naman yan naka record,”Hosaka said.

The ICI, created to investigate corruption and irregularities in infrastructure projects, earlier announced plans to livestream its hearings in response to growing public calls for transparency and accountability.

ICI Chairperson Retired Chief Justice Andres Reyes Jr. said during a Senate Committee on Justice hearing last Wednesday, October 22, that the commission hopes to begin livestreaming its proceedings as early as next week, once the technical setup is in place—even as the group finalizes its official rules of procedure.

Despite being operational for only 41 days, Reyes noted that the commission has already made significant progress, even with limited staff and legal personnel.
