ICI chairperson affirms accountability amid commissioner resignations

The Independent Commission for Infrastructure (ICI) will continue its work despite the recent resignations of Commissioners Rossana Fajardo and Rogelio Singson, the commission’s chairperson said in a statement on Friday, Dec. 26.

Fajardo’s departure, the statement noted, comes at a natural point in the ICI’s time-bound mandate to investigate and address infrastructure irregularities.

To date, the commission has filed eight referrals and cases with the Office of the Ombudsman, involving nearly 100 individuals, including lawmakers, DPWH officials, contractors, and a sitting COA commissioner.

Three cases have already led to 16 arrests, including that of Sarah Discaya for non-bailable offenses. The ICI has also partnered with the Anti-Money Laundering Council and other agencies to freeze over ₱20.3 billion in assets, including bank accounts, vehicles, properties, and aircraft.

According to the statement, the commission has issued several recommendations to prevent future infrastructure corruption. These include enhancing transparency in DPWH contracts and the national budget process, establishing inter-agency coordination for real-time investigations, suspending payments for projects under review, creating a centralized contractor blacklist, strengthening conflict-of-interest screening, protecting whistleblowers, live-streaming hearings, and institutionalizing a permanent independent fact-finding body.

The ICI said it remains committed to finalizing its remaining cases and recommendations to ensure that the Ombudsman and other agencies can hold those responsible accountable.
