

The Independent Commission for Infrastructure (ICI) and the Anti-Money Laundering Council (AMLC) have formalized their cooperation through a Memorandum of Agreement (MOA) signed amid the ongoing investigation into the alleged flood control scandal.
The agreement was signed by ICI Chairperson Andres Reyes Jr. and AMLC Chairperson and Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona Jr, as reported by Jecelle Ricafort.
Reyes and Remolona were joined by Atty. Francisco Ed. Lim, AMLC member and chairperson of the Securities and Exchange Commission (SEC), and Atty. Reynaldo Regalado, AMLC member and commissioner of the Insurance Commission.
Remolona expressed the AMLC’s support for the commission’s probe, stressing the need to hold accountable those responsible for anomalies in the flood control projects.
ICI Chairperson Reyes welcomed the partnership, emphasizing that cooperation between institutions is vital in addressing crimes such as graft, which he described as a “dark aspect of governance.”
Reyes further noted that the MOA signing is not merely a formality but a declaration of their shared commitment to combat corruption and safeguard public trust.
Through the partnership, the agencies aim to expedite the freezing of ill-gotten wealth, preserve assets, gather evidence, and implement measures for both recovery and deterrence.
