

ICC Prosecutor Robynne Croft underscored statistical data before the International Criminal Court (ICC), presenting figures showing at least 5,823 documented anti-drug killings during the presidential term of former leader Rodrigo Duterte.
Croft displayed a color-coded map of the Philippines based on data compiled by an independent organization, illustrating both the geographical spread and density of reported deaths. Areas marked in purple indicated between one and ten killings, while yellow zones represented as many as 500 killings.
According to Croft, the dataset—recorded in the prosecution’s materials—demonstrates that the killings were not confined to a single region but occurred across multiple provinces and urban centers over several years. She told the chamber that the figures reflect a pattern of violence affecting thousands of civilians nationwide.
The prosecution maintains that the statistical evidence supports its claim that the alleged attacks were “widespread and systematic,” a key threshold in crimes against humanity proceedings.
The ICC judges will decide whether the data and other evidence presented are sufficient to advance the case to a full trial.
