Cavite 4th District Representative Francisco “Kiko” Barzaga has been suspended for a second time by the House Committee on Ethics and Privileges for 60 days without pay and allowances, covering the period from December 1, 2025, to January 30, 2026, due to “repeated misconduct” that allegedly harmed the reputation and dignity of the House of Representatives.
The Ethics Committee cited Barzaga’s actions as violations of House rules on decorum and ethical conduct, noting that repeated incidents have undermined public trust in the legislature. Although specific details were not disclosed, sources say the misconduct involved inappropriate behavior during official sessions and noncompliance with procedural regulations.
This second suspension underscores the chamber’s determination to enforce accountability among lawmakers. During the suspension, Barzaga will be barred from attending plenary sessions and committee meetings and will not receive salary or allowances.
The House emphasized that this action serves as both a disciplinary measure and a warning to all legislators about the importance of maintaining ethical standards and protecting the institution’s credibility.
Barzaga may appeal the decision before the House plenary or request reconsideration from the Ethics Committee, though enforcement of the penalty remains in effect to safeguard the integrity of the legislature. Observers noted that repeated disciplinary measures reflect the chamber’s ongoing efforts to strengthen internal governance and uphold public confidence.
