The House committee handling elections is still deliberating on how to postpone or reschedule the 2026 Barangay and Sangguniang Kabataan Elections (BSKE) without violating a Supreme Court ruling, Rep. Zia Alonto Adiong said Thursday.

Adiong said more than 10 proposed measures on the BSKE have already been referred to his committee, which is considering whether to issue a committee report that would avoid possible legal complications.

“We are also conscious about the timeline because COMELEC is already preparing,” Adiong said. He added that any decision to postpone or reschedule the elections should be made quickly.

The committee is expected to resume its hearing next week to discuss the proposal to reset the BSKE, including the reasons behind the move, such as the country's energy crisis and concerns over “election fatigue.”

Adiong noted that the Bangsamoro Autonomous Region in Muslim Mindanao is also preparing for its first regular election, adding to the electoral activities that could affect voters and election officials.

The committee is targeting to come up with a report before the end of August, although Adiong stressed that this does not necessarily mean it will recommend postponing or resetting the BSKE.

He said lawmakers are carefully distinguishing between the terms “postponement,” “resetting,” and “fixing” of the elections to determine what actions could potentially violate the Supreme Court's Macalintal ruling.

“We are looking at the possible legal provisions that may be violated under the Macalintal ruling so we can avoid them and properly address the intention to reschedule the barangay election without necessarily violating any rules or rulings of the Supreme Court, while also exercising the power of the House,” Adiong said.
