

A House committee has approved House Bill No. 22, also known as the “Sana All May Internet Act,” which seeks to provide more affordable and accessible internet services for Filipinos.
The proposed measure aims to institutionalize the zero-spectrum user fee policy for telecommunications companies using selected Wi-Fi frequencies. Lawmakers said this could lower operating costs for telcos and eventually lead to cheaper internet services for consumers.
Representative Adrian Salceda of Albay’s 3rd District, one of the bill’s authors, stressed that affordable and reliable internet is now a basic necessity, essential for education, employment, business, and innovation.
Salceda added that the measure would benefit students, workers, entrepreneurs, and families by improving access to information and opportunities as the country becomes increasingly connected.
A similar bill was approved during the 19th Congress but was not enacted into law.
