House Justice panel approves report junking impeachment bids vs. Marcos

The House Committee on Justice has formally approved its committee report dismissing two impeachment complaints filed against President Ferdinand “Bongbong” Marcos Jr.

In a voting held Monday, February 9, the committee approved the report with 39 votes in favor, four against, and zero abstentions.

The complaints, filed by lawyer Andre de Jesus and the Makabayan coalition, were earlier declared 'sufficient in form' but 'insufficient in substance' by the committee.

“With 39 votes in favor of the motion, four votes againt the motion with zero abstentions, noting as well the manifestation of the honorable De Lima, the chair announces the approval of the motion adopting the commiitee report as well as its accompanying resolution, so ruled,” said the committee chair, Batangas 2nd District Rep. Gerville Luistro.

According to ML Partylist Rep. Leila De Lima, the second complaint was dismissed prematurely, and she also requested a separate vote for the two impeachment complaints.

Earlier, the endorser of the second impeachment complaint from the Makabayan Bloc voiced opposition.

Deputy Minority Leader Antonio Tinio said that the discussion on the recital of facts in the complaint was insufficient.

The report will now be submitted to the plenary for a vote.

Following this approval, the report will be elevated to the House plenary, where it must be ratified by a one-third vote of all members to take effect.

Luistro earlier said that Marcos’ impeachment cannot yet be considered dead, as the committee report could still be overturned in the plenary with a one-third vote of all members of Congress.
