

The House of Representatives has approved House Concurrent Resolution No. 8, paving the way for the implementation of an open Bicameral (BiCam) process for the national budget.
The approval coincides with the start of BiCam deliberations on the proposed 2026 national budget, which totals ₱6.793 trillion.
Representative Mikaela Suansing of Nueva Ecija, chair of the House Committee on Appropriations, said the House remains committed to ensuring transparency in discussions on the country’s next year’s budget.
Suansing added that the House had long supported livestreaming BiCam sessions following the earlier decision to dissolve the small committee, which was previously blamed for opaque “insertions” in the budget.
The move toward openness gained momentum after the exposure of the flood control scam, highlighting the need for both the House and Senate to conduct budget deliberations transparently.
Reacting to the resolution, Representative Leila de Lima of the Mamamayang Liberal Party-list said the measure represents a significant step toward a more transparent national budget process.
De Lima further stated that this will allow the public access to BiCam proceedings and help prevent the recurrence of anomalies similar to those reported during the 2025 budget deliberations.
