

Department of Health (DOH) Secretary Teodoro Herbosa on Wednesday denied reports that President Ferdinand R. Marcos Jr. is eyeing his replacement amid reports of an alleged Cabinet reshuffle.
“There’s no truth to that. We, in the Cabinet, are all serving in the pleasure of the President,” Herbosa said, addressing speculations that he could be affected by changes within the Marcos administration.
The Health secretary stressed that he remains focused on fulfilling the President’s directives, particularly in strengthening the country’s healthcare system. He cited the government’s zero-balance billing program, which has already benefited nearly one million Filipinos since its launch in May 2025.
“If ever the President wants to replace me, that is the prerogative of our President. We continue to fulfill all his mandates—zero-balance billing, Bukas Centers, and the overall focus on a higher health budget,” Herbosa said. “We will continue to pursue the mandate of the President.”
Malacañang also dismissed the rumors, with Palace Press Officer Undersecretary Claire Castro earlier saying that they have not heard of any planned changes in the Cabinet.
Speculation about another round of Cabinet replacements surfaced following reports of declining public trust ratings for the administration.
However, both the DOH and the Palace have maintained that no such shake-up is currently being discussed.
