

Government Service Insurance System (GSIS) President and General Manager Jose Arnulfo “Wick” Veloso underscored the importance of translating financial performance into meaningful benefits for members, as he highlighted the agency’s “social dividend” initiatives during the inauguration of its new office in Dagupan.
Veloso said GSIS aims to go beyond providing pensions by developing programs that respond to the everyday challenges faced by government employees, particularly those in underserved and rural communities.
Among these initiatives are the Ginhawa Solar Energy program, which helps beneficiaries reduce electricity costs through solar power, and the Balik Ginhawa program, which allows eligible members to receive the equivalent of six months’ loan amortization in a lump sum through a loan extension arrangement.
He also cited the agency’s corporate social responsibility program for last mile schools, which provides solar panels, Starlink connectivity, laptops and television sets to help students in remote areas access educational resources and opportunities beyond their communities.
“These are not just financial benefits. These are meant to change lives,” Veloso said, emphasizing that GSIS must anticipate emerging challenges and remain responsive to members’ needs.
He added that the agency’s financial strength should help sustain these initiatives while protecting the pension fund, ensuring that members receive both their long-term retirement benefits and meaningful support during their working years.
Veloso called on GSIS employees and other sectors of society to work together in building a culture of service and shared responsibility, stressing that improving lives requires a collective effort.
