Government offices and schools in 15 areas will adopt alternative work and learning arrangements on Tuesday, September 1, amid the anticipated continued heavy rainfall associated with the enhanced Southwest Monsoon or Habagat.

Under Memorandum Circular No. 133, issued by the Office of the President on August 31, government offices in the affected areas are directed to implement appropriate alternative work arrangements as a precaution against possible flooding and traffic disruptions.

The areas covered by the directive are Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Kalinga, Mountain Province, Apayao, Batanes, Nueva Vizcaya, Zambales, Tarlac, Pampanga, and Bataan.

The memorandum also directs public and private schools at all levels in these areas to implement alternative learning modes and learning continuity measures, unless otherwise directed by their respective local chief executives.

The Palace said the measure was adopted upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) in anticipation of continued heavy rainfall that could result in urban flooding and traffic disruptions.

However, agencies responsible for the delivery of basic and health services, disaster preparedness and response, and other vital services are required to continue their operations and provide necessary services despite the alternative work arrangements.

Contract of Service (COS) and Job Order (JO) workers covered by the alternative work arrangements shall continue to receive their corresponding wages or salaries, subject to applicable rules and regulations.

The memorandum further states that local chief executives may implement localized suspension or cancellation of classes and/or work in government offices in other areas, in accordance with existing laws, rules, and regulations.

Meanwhile, any suspension of work or adoption of alternative work arrangements in the private sector will remain at the discretion of individual management.
