

Congressional leaders presented the signed Government Optimization Act, also known as Republic Act (R.A.) 12231, to President Ferdinand “Bongbong” Marcos Jr. on Tuesday, August 12.
The RA 12231, titled "An Act Optimizing the National Government for Efficient Public Service Delivery," was signed into law on August 4, 2025. This law represents a significant step toward creating a more efficient and responsive government. It provides for the strengthening, merging, or abolishing of agencies and functions that are deemed redundant or misaligned, while also protecting the welfare of civil servants.
How it works?
This legislation allows the President to reorganize the executive branch by consolidating or eliminating any agencies or offices that serve the same purpose. Additionally, it enables the creation of new agencies or positions aimed at improving services for the Filipino people.
The goal of this law is to enhance the efficiency, effectiveness, responsiveness, and focus of the government on the public’s needs.
Teachers, as well as military and uniformed personnel, are excluded from the provisions of this new law.
Presentation to COEB
On the same day, President Marcos presented the signed law to the Committee on Optimizing the Executive Branch (COEB). The newly established COEB will review and evaluate the functions of each agency and recommend any necessary changes to the President.
Local Government Units (LGUs), Congress, the Judiciary, Constitutional Commissions, and the Office of the Ombudsman will have the discretion to choose whether to implement the law.
