

The Philippine government is ramping up a “whole-of-government approach” following the declaration of a national energy emergency, aiming to mitigate the economic impact of the global oil crisis.
According to Palace Press Officer Undersecretary Claire Castro, all government agencies are working in coordination to implement measures ranging from energy conservation to financial assistance programs.
“Nakikita po natin kung ano po ang ginagawa ng gobyerno... kung gaano kabilis kumilos ang gobyerno, at kung gaano na rin karami ang ginawa ng gobyerno para sa ating taumbayan... Sabi nga po natin, ito ay a whole-of-government approach. Nagtutulungan po ang bawat ahensya,” Castro said.
She added that agencies like the Department of Foreign Affairs (DFA) are also seeking alternative oil suppliers, including Canada, the USA, countries in South America, and Russia, to secure energy resources amid global supply disruptions.
Key relief efforts have initially focused on the transport sector, with subsidies, fare discounts, and toll reductions. When asked about cash aid for minimum wage earners, middle-class workers, and other affected sectors.
Castro said, "Pag-aaralan po yan, pag-aaralan po yan. Depende rin po yan sa magiging budget para dyan,” signaling that the government is reviewing broader financial support measures.
Other initiatives include implementing a four-day workweek in select government offices under Executive Order 110 to reduce energy consumption, monitoring oil supply and pricing through the Department of Energy (DOE), and stabilizing the cost of basic goods and services.
Castro stressed that while the Oil Deregulation Law limits direct intervention in fuel pricing, the government can act in cases of abuse or bad faith among industry players.
Despite global uncertainties, Malacañang emphasized that ongoing interventions—from subsidies to food security programs—are designed to ensure that Filipinos do not bear the full burden of the international crisis, while further support, including potential cash aid, remains under careful review.
