In an exclusive interview on DZRH’s Damdaming Bayan, Bulacan Governor Daniel Fernando addressed allegations of “ghost projects” in the province and outlined ongoing reforms in the local firecracker industry, stressing accountability, safety, and livelihood protection.

Governor Fernando said that several infrastructure projects were implemented without coordination with the provincial government, particularly those handled by national agencies such as the Department of Public Works and Highways (DPWH). He explained that neither the provincial government nor local officials were consulted, resulting in projects that lacked proper oversight and documentation.

To address the issue, Fernando said he issued executive orders requiring all infrastructure projects in Bulacan to secure approval from the governor’s office and coordination with mayors and barangay officials before implementation. He added that acceptance procedures are now mandatory to ensure projects are actually completed before payments are made.

The governor stressed that these measures aim to eliminate the so-called “ghost projects” and strengthen transparency and accountability in government operations. He also noted that even President Ferdinand "Bongbong" Marcos Jr. has directed agencies to coordinate with local governments before starting any project.

During the same interview, Fernando also highlighted reforms in Bulacan’s firecracker industry, emphasizing safety and regulation. He said the provincial government has introduced training, encouraged the formation of cooperatives, and implemented laboratory testing to ensure firecrackers meet safety standards before being sold.

He explained that safety, livelihood, and economic stability remain his priorities, adding that proper regulation allows small manufacturers to operate legally while protecting the public. The province continues to push for compliance with safety protocols through structured guidance and monitoring.

Fernando also discussed the impact of Executive Order No. 31, which suspended new licenses, stating that it affected small producers but was necessary to curb illegal operations. Moreover, he said the provincial government continues to appeal for balanced policies that allow legitimate businesses to thrive while ensuring public safety.
