A fourth impeachment complaint has been filed against Vice President Sara Duterte before the House of Representatives, further intensifying legal and political pressure on the country’s second-highest official.

The latest complaint was filed by Atty. Nathaniel Cabrera is set to be endorsed by Manila Representative Bienvenido Abante. In the 69-page document, Cabrera accused the vice president of culpable violation of the Constitution, graft and corruption, malversation of public funds, and other high crimes. The complaint outlines alleged misuse of public funds and constitutional breaches, which the complainant argues warrant her removal from office.

Prior to this, three separate impeachment complaints had already been lodged against Duterte and were referred by House Secretary General Cheloy Garafil to the Office of the House Speaker. The filing of multiple complaints could prompt lawmakers to consolidate the cases, a common parliamentary practice when impeachment grounds are similar in nature.

Under House rules, the complaints are expected to be included in the Order of Business for reading during a plenary session. Once read on the floor, they may be formally referred to the House Committee on Justice, which will evaluate whether the complaints are sufficient in form and substance. If found sufficient, the committee will conduct hearings and deliberations before submitting its recommendation to the plenary.

Should the complaint garner the required number of votes from House members, it would be transmitted to the Senate for trial, where senators would sit as an impeachment court. As of posting, the Office of the Vice President has yet to release an official statement regarding the fourth impeachment complaint.
