Former Ombudsman Samuel Martires disputed Ramil Madriaga’s claim that he had received money from the Dutertes, noting that Madriaga appeared unsure as to the specific sender and recipient in the alleged transaction.

“Nagulat ako na ba’t nadamay ang pangalan ko? At pag binusisi mo ‘yung allegation, pilit na pilit na isinama ako,” he said on an interview on DZRH Balansyado.

“Nakalagay, ‘Ombudsman Samuel Martires or Ryan Quilala.’ ‘Former President Rodrigo Duterte or Sara Duterte’ na nagpadala ng pera. Sino ba talaga ang nagpadala ng pera? Si Presidente Duterte o si Vice President Sara? Sino ang binigyan niya, si Samuel Martires o si Ryan Quilala?” he asked.

The former ombudsman said Ramil Madriaga had an original affidavit from November 2025. In that document, he was never mentioned.

Furthermore, he said that Madriaga claimed he was directed by a security guard to park a Toyota Vios carrying cash at the Office of the Ombudsman, a story that conflicted with the actual circumstances.

“Unang una, walang parking area ang Ombudsman para sa publiko. Wala kaming designated parking spaces doon. Pangalawa, at hanggang ngayon siguro, bawal pumarada sa harap ng building ng Ombudsman. So paano siya papaparadahin ng gwardiya na ang nakakapasok lang sa loob ng compound ng Ombudsman ay mga sasakyan na mayro’ng decals o mga government officials tulad ng mga congressman or ambassadors?” he said.

He also shot down Madriaga’s claim that he was an agent under the National Security Adviser for counter-terrorism.

“If you check the records of the National Security Office, there is no such name as a Ramil Madriaga,” he said, adding that Madriaga did not know how to speak the truth.

“Ito ‘yung mga tao na hindi alam magsalita ng totoo. Ang alam lang nila sa buhay ay manira ng kanilang kapwa,” he said.

Ramil Madriaga appeared before the House of Representatives and gave his testimony regarding his alleged role in Vice President Sara Duterte’s activities on April 14.
