

Ex-DPWH district engineer Henry Alcantara has accused former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo of channeling billions of pesos in infrastructure funds in exchange for kickbacks delivered over several years.
According to the engineer, he first met Bernardo in 2019 in Laguna, where the undersecretary allegedly helped him secure his appointment as district engineer of the Bulacan First District Office during the tenure of then-DPWH Secretary Mark Villar.
The engineer claimed that in 2022, Bernardo began releasing funds to his district, starting with ₱350 million that year, with an agreement that 25% of the allocation would be delivered back to the undersecretary.
He admitted that either he or his driver personally handed the money to Bernardo, sometimes at the parking lot of Diamond Hotel in Manila.
In 2023, the total amount allocated to the Bulacan office allegedly reached ₱700 million—₱450 million under the National Expenditure Program (NEP) and ₱260 million under the General Appropriations Act (GAA).
Of this, Bernardo reportedly told him that ₱300 million in GAA “insertions” were earmarked for Senator Bong Revilla.
By 2024, the funds supposedly ballooned to ₱3.3 billion, broken down into ₱150 million under NEP, ₱300 million under GAA, and ₱2.85 billion under the Unprogrammed Appropriations (UA).
For 2025, the total allocation to the district engineer’s office allegedly reached ₱2.55 billion.
The projects tied to these funds included flood control construction along the Angat River and Guiguinto River in Bulacan.
Neither Usec. Bernardo nor Senator Revilla has publicly responded to the allegations as of press time.
