

Former senator Ramon “Bong” Revilla Jr. has filed a bail petition before the Sandiganbayan Third Division on February 20, 2026, in connection with his non‑bailable malversation case involving the alleged ₱92.8‑million “ghost” flood control project in Pandi, Bulacan, court officials confirmed.
Revilla’s petition was acknowledged by Sandiganbayan Third Division Clerk of Court Atty. Dennis Pulma. The former lawmaker is currently detained at the New Quezon City Jail—Male Dormitory in Payatas as proceedings continue.
The malversation charge stems from allegations that Revilla and several co‑accused former Department of Public Works and Highways officials misused public funds and falsified documents for a flood control project that was never implemented. Prosecutors say the scheme involved nearly ₱93 million in public funds.
At a recent hearing, Revilla refused to enter a plea, prompting the Sandiganbayan to enter a “not guilty” plea on his behalf. His co‑accused also pleaded not guilty to their charges. Revilla has faced separate graft charges related to the same project, for which a not‑guilty plea was likewise recorded.
Earlier this year, Revilla posted ₱90,000 bail for the graft case but remained detained due to the non‑bailable nature of the malversation offense. Previous motions, including a request to be transferred to a Philippine National Police custodial facility, were denied by the court.
The latest bail petition marks a significant step in Revilla’s legal defense, though it will only be granted if the court determines that legal and factual conditions for bail in a non‑bailable case have been met. Authorities continue to schedule pre‑trial and other proceedings as the case progresses through the anti‑graft court.
