

The Independent Commission for Infrastructure (ICI) has issued a subpoena to former Ako Bicol Party-list Representative Elizaldy “Zaldy” Co in connection with its investigation into alleged irregularities and fund misuse in the Department of Public Works and Highways (DPWH) flood control projects.
In a separate letter, the commission requested the appearance of former House Speaker Ferdinand Martin Romualdez to testify on the alleged budget insertions and involvement in DPWH projects during his term as Speaker.
The subpoena, signed by ICI Chairman Justice Andres B. Reyes Jr. (Ret.) on October 8, 2025, orders Co to appear before the commission on October 14, 2025, at 10:00 a.m. at the ICI Building, Department of Energy Compound, Fort Bonifacio, Taguig City.
The document directs Co to bring contracts, accounting records, feasibility studies, and incorporation documents related to government flood control projects that may show personal or family interests in the companies involved.
The commission cited reports of irregularities, fund misuse, and possible corruption in government infrastructure programs, which it said “endanger the safety and security of the Filipino people, threaten public welfare, and erode trust in government institutions.”
Meanwhile, in a separate correspondence, the ICI invited former Speaker Romualdez to testify on his personal knowledge of national budget insertions and his familiarity with DPWH flood control projects under investigation.
The invitation requested Romualdez to bring any documents relevant to his appearance and clarified that his attendance is essential to ensuring accountability in public spending.
Both Co and Romualdez are expected to face the commission’s inquiry next week as part of the broader probe into the alleged “ghost” flood control projects and overlapping budget allocations flagged by the DPWH and the National Bureau of Investigation (NBI).
