

Former Marines who appeared before a Senate inquiry on Thursday claimed that they escorted International Criminal Court (ICC) investigators during a visit to the country in December 2023 and that the foreign visitors also met with several Philippine political figures.
The witness, one of several self-identified former Marines invited to the Senate hearing on June 4, said they were tasked with accompanying individuals they described as ICC investigators, who were allegedly guests of former Rep. Zaldy Co during the visit.
He said the group of foreigners was brought to various meetings, including one at a townhouse in McKinley, where they allegedly met with Co and House Speaker Martin Romualdez.
“Naka-meeting po ng mga foreigner si Sen. Trillanes… ilang araw ay naka-meeting ng mga foreigner sina dating Speaker Romualdez, si Boss Zaldy Co sa townhouse, unit 9 sa McKinley,” the witness said.
The same witness also alleged that the foreign visitors met separately with former Sen. Antonio Trillanes IV at a hotel during the same period.
The claims were made during broader testimony in a Senate Blue Ribbon Committee investigation.
The witnesses also alleged they were instructed to facilitate the conversion of between ₱50 million and ₱60 million into U.S. dollars, though they did not provide documentation or further details during the hearing.
The individuals named in the testimony have not publicly responded to the allegations as of publication time. The ICC has not issued any confirmation regarding the reported visit or meetings.
