Former Integrated Bar of the Philippines (IBP) President Atty. Domingo "Egon" Cayosa said the possible return of fugitive former lawmaker Zaldy Co to the Philippines may still be achieved through diplomatic channels, even in the absence of a formal extradition treaty with the Czech Republic.
In an exclusive interview on DZRH Balansyado, Cayosa explained that negotiations between governments—particularly through the Department of Foreign Affairs (DFA) and Philippine embassy officials—could pave the way for Co’s repatriation based on cooperation and reciprocity.
“Maaari… nakukuha naman ‘yan sa pakikipag-usap at reciprocity,” Cayosa said, noting that foreign governments have discretion over the presence of non-citizens within their territory.
He added that direct engagement between Philippine officials, including President Ferdinand Marcos Jr., and their counterparts abroad could further facilitate the process.
Cayosa emphasized that while legal mechanisms such as extradition treaties and mutual legal assistance agreements typically govern such cases, diplomatic relations and political will can play a decisive role, especially when both countries maintain positive bilateral ties.
He also pointed out that both the Philippines and the Czech Republic are signatories to international anti-corruption agreements, which may strengthen the legal and moral basis for cooperation in cases involving alleged large-scale corruption.
“Lahat ng mga signatory doon, nangako na magtulungan laban sa corruption… kung maihain ito, malamang ibibigay sa atin ang ating mamamayan,” he said.
The remarks come amid ongoing efforts by Philippine authorities to secure Co’s return following reports that he is currently under the custody of Czech officials. His case stems from allegations of massive corruption linked to government infrastructure projects.
Cayosa noted that while the process is not guaranteed and may involve due process under Czech laws, the outcome will largely depend on diplomatic engagement and the willingness of both governments to cooperate.
