Former Commission on Audit (COA) state auditor Roderick Wamil testified that Vice President Sara Duterte was the only vice president he audited with confidential fund appropriations since he joined the agency’s Intelligence and Confidential Fund Audit Office (ICFAO) in 2014.

Wamil, presented by the prosecution in the impeachment trial, said that during his tenure covering 2014 to 2024, previous vice presidents Jejomar Binay and Leni Robredo had no confidential fund allocations subject to audit.

During the 11th day of the impeachment trial of Vice President Sara Duterte, he told the court that among the three vice presidents during that period, only Duterte had confidential funds, which is why she was the only one he audited in that category.

“Buhat noong nag-assume ako noong 2014, tanging si bise presidente Sara Duterte lang ang aking na-audit na may confidential funds,” the former auditor said.

Wamil also said that within the same period, the Department of Education (DepEd) only had confidential funds when Duterte served as its secretary. Former education secretaries Armin Luistro and Leonor Briones had no such allocations, he added.

“Siya lang po ang naging DepEd secretary na nagkaroon ng confidential funds ang DepEd.”

He testified that he reviewed a total of ₱500 million in confidential funds for the Office of the Vice President, covering the fourth quarter of 2022 to the third quarter of 2023, at ₱125 million per quarter.

For DepEd, Wamil said he audited ₱112.5 million in confidential funds from the first to the third quarter of 2023, with ₱37.5 million released per quarter.

The testimony forms part of the proceedings on allegations involving the use of confidential funds raised in the impeachment case against Duterte.
