Senate President Francis "Chiz" Escudero has filed a bill seeking to postpone the 2026 Barangay and Sangguniang Kabataan Elections (BSKE) and extend the terms of elected barangay and SK officials from three years to five years.
Under Senate Bill No. 2387, Escudero proposes moving the next BSKE from November 2, 2026 to the first Monday of November 2028, with subsequent barangay and SK elections to be held every five years thereafter.
The measure seeks to amend Republic Act No. 12232, which currently sets the term of office of elected barangay and Sangguniang Kabataan officials at three years.
If enacted, all elected barangay and SK officials will serve five-year terms. Barangay officials will remain eligible to serve a maximum of three consecutive terms in the same position, while SK officials will continue to be limited to one term.
The bill also contains a transitory provision stating that incumbent barangay officials whose terms would be extended by two years shall be considered as having completed one full term for purposes of the three-term limit.
As a result, incumbent barangay officials currently serving their third consecutive term will be ineligible to seek reelection in the proposed November 2028 BSKE despite the extension of their present terms.
The proposed measure aims to align the election schedule with the new five-year term of office and amend existing provisions governing the tenure of barangay and SK officials.
At present, however, the Commission on Elections (COMELEC) continues its preparations for the Barangay and Sangguniang Kabataan Elections scheduled for November 2, 2026, as no law postponing the polls has been enacted.
