

Members of the Duterte bloc in the House of Representatives are calling on Malacañang and the Independent Commission for Infrastructure (ICI) to publicly release the commission’s accomplishment reports on its investigation into controversial flood control projects.
The appeal comes as the ICI begins to wind down its operations after submitting evidence to the Office of the Ombudsman. Lawmakers stressed that transparency is necessary to ensure public accountability, particularly on issues involving large-scale government infrastructure spending.
Representative Harold Duterte of the Pilipinong Pandagat Party-list questioned the absence of publicly available reports from the commission. He noted that, to date, none of the ICI’s findings have been disclosed, allegedly because they are still awaiting approval from President Ferdinand ‘Bongbong’ Marcos Jr.
Duterte raised concerns over the commission’s independence, asking how it could be considered autonomous if its reports remain under the direct control and supervision of the President.
He also pointed out that despite the passage of several months since the controversy surfaced, no individuals have been formally charged in connection with the alleged irregularities in flood control projects.
Lawmakers cited Section 8 of Executive Order No. 94, which mandates the ICI to submit monthly reports to the Office of the President through the Office of the Executive Secretary, and to publish its accomplishments and other relevant reports.
“The Commission has not published any of its accomplishments or other relevant reports as required in Executive Order 94,” the lawmakers said.
“Now therefore, be it resolved by the House of Representatives to request the Office of the President and the Independent Commission for Infrastructure to furnish the House of Representatives with copies of its reports,” they added.
The Independent Commission for Infrastructure (ICI) will officially end its operations on March 31, 2026, ICI Chairman Andres Reyes announced on Friday, March 13.
