Department of Social Welfare and Development Secretary Rex Gatchalian criticized transport network companies (TNCs) for submitting disorganized and error-filled lists of drivers and riders seeking government aid, calling the issue “absolutely careless” during a press briefing on Thursday, April 23.

The controversy stems from discrepancies in the lists used for the agency’s Assistance to Individuals in Crisis Situations (AICS), which led to confusion, long queues, and delays in the distribution of subsidies. Gatchalian clarified that while the DSWD facilitated the payout, the responsibility for the accuracy of the submitted data lies with the TNCs.

“So, if you want to call it malicious, I would rather call it ‘absolutely careless,’” Gatchalian said, emphasizing that the errors appeared to be due to negligence rather than intent.

He pointed out that TNCs failed to properly verify their own records, resulting in inconsistent and incomplete information, including cases where drivers were reportedly listed without complete documentation.

“They became very passive—submit lang nang submit without checking the list,” he added, stressing that companies must ensure the integrity of their submissions.

The DSWD chief also underscored that regulatory action against erring companies falls under the jurisdiction of the Department of Transportation and the Land Transportation Franchising and Regulatory Board, not his agency.

Gatchalian further criticized TNCs for failing to properly inform their drivers about payout schedules and requirements, which contributed to overcrowding at distribution sites. Some beneficiaries reportedly arrived as early as 2 a.m. despite instructions to come at 7 a.m., leading to unnecessary waiting times.

“In this case, you see the TNCs have relied on government to do everything… They really have to step up to the plate already,” he said, urging companies to take greater responsibility for their drivers and improve coordination in future subsidy rollouts.

The DSWD maintained that while it continues to assist affected individuals, accountability must be placed on the entities that prepared and submitted the flawed data, as the government seeks to streamline aid distribution and prevent similar issues moving forward.
